Ex-St Louis officer charged with murder in 2011 fatal shooting after car chase

    When he initially fired at Anthony Lamar Smith after cops state Stockley saw a drug offer, St Louis circuit lawyer Jennifer Joyce stated in a declaration that Jason Stockley was on task.
